But CSS and HTML are far away from being a PROGRAMMING language. but extremely closed to a markup language. if a tag based scripting language can't understand conditionals , loops and arrays etc. than its fair to say , CSS AND HTML ARE NOT A PROGRAMMING LANGUAGE.
